I am looking for a credit card which offers 3.99 fixed apr on transfers for the lifetime of the transfer. So far I have not been real sucessful. 3.99 or 4.99 is okay---but it must be fixed for the lifetime of the transfer. Can someone offer me some suggestions?

Received a flier by mail with a special promotion for my account with Chase. They call the offer "3X REWARDS". It is in effect for three months ending December 31, 2009. It offers a 5% reward for shopping at COMPUTER/ELECTRONIC STORES, BOOKSTORES, and DISCOUNT STORES.

After enrolling in the program I called to get information to determine what stores are in the "DISCOUNT" category ( (Computer, electronic, and bookstores are self explanatory).

After talking to 5 different representatives at various locations at Chase Customer service I have not been able to find out. They told me to ask the merchant. I tried that. The merchant people were not sure what category code was used by Chase.

One Chase rep. said that Walmart was one but another said that all Walmart stores are not. Can someone tell me ahere I can find out what stores are categorized as discount stores with Chase Visa cards or how I can get to a higher level beyond the "road blocking" Customer Service department at Chase. I would like to take advantage of the offer but it seems Chase wants me to guess at it so they will not have to offer the reward when my statement is issued.

I just emailed Chase asking about their 10x points Amazon bill payment offer and they said they can't find any promotion and that I should mail them the flyer...

Do you have any more details?
